Terms and Conditions for "Cat / Dog Carrying Pass" on Light Rail
1. Introduction
MTR Corporation Limited (MTRCL) is committed to supporting diversity and inclusion. To accommodate passengers traveling with pet cats or dogs while respecting the rights of other passengers, MTRCL has decided to trial a new policy allowing pet cats or dogs on Light Rail. Passengers who wish to bring pet cats or dogs must comply with these Terms and Conditions and purchase a "Cat / Dog Carrying Pass." (Guide dogs for the visually impaired and police dogs are
exempt.)
2. Laws and Regulations related to these terms and conditions
a. According to Section 25(c) of the Mass Transit Railway (North-West Railway) Bylaw, no person shall bring any animal or other livestock into any part of the Light Rail premises unless permitted by MTRCL at its sole discretion (guide dogs for the visually impaired are exempt).
b. MTRCL now permits, under Section 25(c) of the Mass Transit Railway (North-west Railway) Bylaw, each fare-paying passenger to bring one pet cat or dog (excluding “large dogs”, "fighting dogs" or other "known dangerous dogs" defined under current legislations) on Light Rail, upon purchasing a "Cat / Dog Carrying Pass" and in accordance with these Terms and Conditions.
c. If passengers fail to comply with the terms and requirements listed in these Terms and Conditions, the permission to bring pet cats or dogs into Light Rail premises will be automatically revoked.
d. Any person who violates Sections 25(c) of the Mass Transit Railway (North-West Railway) Bylaw may be prosecuted and fined.
3. Areas and Times during which Pet Cats and Dogs are allowed
4. Purchase of "Cat / Dog Carrying Pass"
a. The "Cat / Dog Carrying Pass" is only available for purchase and use by MTR Mobile Members. Passengers must be registered MTR Mobile Members and logged into their MTR Mobile Profile to purchase the "Cat / Dog Carrying Pass" from the MTR e-Store.
b. Upon completion of payment, passengers will receive a confirmation email, and the "Cat / Dog Carrying Pass" will be sent to the "My collections" section of MTR Mobile within 30 minutes.
c. After receiving the "Cat / Dog Carrying Pass" and during its validity period, passengers can bring one pet cat or dog for unlimited rides on the designated dates and within the travel areas in accordance with these Terms and Conditions.
d. Before bringing a pet cat or dog into Light Rail premises, passengers must have a valid "Cat / Dog Carrying Pass" for the current month in the "My collections" section of MTR Mobile.
e. The "Cat / Dog Carrying Pass" is issued in electronic form only, and no physical pass will be provided.
f. After purchasing the "Cat / Dog Carrying Pass" the MTR Mobile Members is the sole holder of the pass. The pass is non-transferable and cannot be altered, exchanged, or refunded.
g. Each "Cat / Dog Carrying Pass" is valid for unlimited rides with one pet cat or dog on Saturdays, Sundays, or public holidays within the calendar month shown on the pass. If there is overnight service, the pass is valid until the end of the overnight service (i.e., 5:00 AM the next day).
h. Each passenger can only purchase one "Cat / Dog Carrying Pass" for the current calendar month and one for the next calendar month.
i. The "Cat / Dog Carrying Pass" does not replace a valid fare ticket for passengers. Passengers must pay for their fare as usual.
j. The "Cat / Dog Carrying Pass" does not automatically renew, and passengers must purchase a new pass for each calendar month.
k. The "Cat / Dog Carrying Pass" is not included in the Public Transport Fare Subsidy Scheme.
l. By purchasing the "Cat / Dog Carrying Pass", passengers agree to comply with these Terms and Conditions and understand and accept the risks of bringing pet cats or dogs on Light Rail. Passengers may purchase pet (including third-party) insurance if needed.
5. Preparation Before Bringing Pet Cats or Dogs on Light Rail
a. Passengers should consider the physical and mental condition, temperament, and characteristics of their pet cat or dog before traveling or consult a registered veterinarian to assess if their pet is suitable for Light Rail travel.
b. Before entering Light Rail premises, passengers must place their pet cat or dog in a pet-specific carrier, bag, or backpack (pet bag) and ensure it is fully closed or covered, with no part of the pet's body exposed. The combined dimensions of the pet bag (length, width, and height) must not exceed 170 cm, and no single side should exceed 130 cm.
c. Since the pet bag must remain fully closed during the journey, it is recommended that the pet bag has ventilation features (e.g., mesh) to ensure the comfort of the pet cat or dog during the ride.
d. The pet cat or dog should be able to sit, stand, turn around, and lie down naturally in the pet bag.
e. Passengers cannot use any pet strollers (or wheelchairs, trolleys, shopping carts, etc.) to transport pet cats or dogs.
f. Passengers should place absorbent pads or use leak-proof pet bags inside the pet bag as needed.

6. Entering Stations and Riding
a. All provisions of this Terms and Conditions take effect when passengers bring pet cats or dogs into Light Rail premises (including but not limited to station entrances, non-paid areas, Light Rail station platforms, and connecting ramps). Passengers cannot claim exemption from responsibility by stating they have not entered the paid area or boarded the train.
b. MTR staff have the right to request passengers in Light Rail premises (even if not in the paid area) to show a valid "Cat / Dog Carrying Pass" check the specifications of the pet bag or refuse entry to those who do not comply.
c. Passengers must follow instructions from MTR staff to open MTR Mobile and display the valid "Cat / Dog Carrying Pass" within the app. MTRCL does not accept other forms of display, such as screenshots or printed versions. Non-compliant passengers may be asked to terminate their journey and leave Light Rail premises. Non-cooperative passengers may be prosecuted.
d. For safety and to minimize the impact on other passengers, passengers must ensure their pet cat or dog remains fully enclosed in the pet bag while in Light Rail premises and during the ride. Passengers are responsible for ensuring their pet does not leave the pet bag and no part of its body is exposed. Opening the pet bag in Light Rail premises, except as directed by MTR staff, is a violation of this Terms and Conditions.
e. Passengers can only board and alight at designated car doors. When riding Light Rail, please queue at the last door at the rear of the train (for two-car trains, passengers can choose the last door of the first or second car).
f. After boarding, unless directed by MTR staff, passengers must remain in the same designated car throughout the journey.
g. Pet bags must not occupy seats to ensure other passengers' right to use the seats and must be kept with the carrier at all times and must not block aisles or obstruct other passengers.
h. Passengers should assess the physical and mental condition of their pet cat or dog before traveling. If the pet shows signs of discomfort, abnormal behavior (e.g., excessive barking, struggling), or other emergencies during the ride, for the safety of the animal, passengers should disembark at the next station. If it is necessary to open the pet bag, please do so outside the Light Rail premises.
i. Passengers should keep Light Rail premises clean and hygienic. If the pet soils the station, train, or other areas, passengers should clean up immediately using their own cleaning tools (e.g., plastic bags, disinfectant wipes).
j. To ensure the safety of other passengers, passengers must ensure their pet dogs have received the required vaccinations (e.g., rabies vaccine) and comply with relevant licensing requirements. MTR staff have the right to request proof of vaccination.
k. During the ride, if other passengers express discomfort or resistance to the pet, passengers should maintain a distance and respect others' feelings.
l. MTRCL reserves the right to refuse entry to any pet cat or dog into Light Rail premises.
m. MTRCL has the right to refuse passengers and their pet cats or dogs from riding Light Rail and/or require them to leave Light Rail premises without any refund under appropriate circumstances, including but not limited to:
7. Liability Clauses
a. Passengers are fully responsible for any injury, loss, or death of their pet cat or dog and/or any injury caused to others, and/or any damage caused to others' pet cats or dogs, property, and/or belongings during the journey.
b. MTRCL will not be liable for any accidents, losses, or damages arising from passengers bringing pet cats or dogs, including but not limited to any injury, loss, or death of the pet cats or dogs and/or any injury caused to others and/or others' pet cats or dogs and/or property and/or belongings during the journey, regardless of the cause of such injury and/or damage.
c. For the avoidance of doubt, bringing a pet cat or dog into Light Rail premises under the "Cat / Dog Carrying Pass" and these Terms and Conditions does not exempt passengers from indemnifying MTRCL and/or its personnel under Sections 17 and 37 of the Mass Transit Railway (North-West Railway) Bylaw.
d. Passengers must be aware and accept that MTR interchange discounts are subject to the terms and conditions of the relevant transport operators. MTRCL will not be responsible if passengers fail to meet the discount conditions due to their own reasons (including bringing a pet cat or dog).
